Scroll of icy runes

Basic description

This scroll contains runes for engraving and enchanting a weapon with the icy touch of the northlands.  If you <carve rune in weapon>, you will carve the runes into the weapon and enchant it.  However, such magic carries great risk, and there is a chance that the weapon will not survive the enchantment.
